The Lower Segura as a geostrategic enclave of the European Union: historical-normative study of water law as the basis of the future Territorial Action Plan
The main objective of this project is to analyze and evaluate the geostrategic characteristic of The Lower Segura as a productive space of agricultural vocation of the first order, configured as the great “Huerta of Europe”, for its thermal, light and economic characteristics. The adaptation of this geographical space to these physical conditions has made in advantages the disadvantages of the territory, thanks to the normative changes for the management of natural resources.
Among the different secondary objectives raised, it highlights the challenge of resolving, at the legal-regulatory level, the situation of water scarcity that this area suffers, as well as consigning, through DAFO analyses, the need for a regulatory change in the regional management of the territory and in the management of water resources.
The objectives set out are in line with the European Commission's Horizon 2020 approaches in the field of water resource management, as well as point 15 of the Spanish Strategy for Science and Technology and Line 2 of Action in Territory and Landscape of the Valencian Community.
